Presidential Proclamation on National Youth Substance Use Prevention Month, 2023

Dear DFC and CARA Coalition Leaders,

Last week, President Biden issued a proclamation designating October as National Youth Substance Use Prevention Month.

In the proclamation below, the President highlights several areas where progress is being made in building a better future for the youth in our country.

As the Assistant Director of the DFC & CARA Program Office, I am pleased that President Biden highlights the important impact of the DFC Program in his proclamation. This would not be possible without the hard work and dedication you and your coalitions exhibit every day in your communities.

As stated in the 2022 National Cross-Site Evaluation End-of-Year Report, the DFC Program continues to see reductions in past 30-day use of alcohol, tobacco, marijuana, and prescription drugs among youth since the program’s inception. This data demonstrates the continuing trend in the DFC Program’s effectiveness in preventing youth substance use.
